Approval of the Minutes

April 5, BOS Meeting Minutes approves with one addition by Mark Lauretano on page 1, adding one sentence to line 23.

Citizen Comments

Mr. Bob Douglas requested that both the Planning and Zoning Commission and Board of Selectmen hold a joint annual meeting so that they can be on the same page regarding issues.

Mr. Douglas also voiced concern about the delay on implementing a new, revised Code of Ethics for Salisbury.

Selectmen Comments:

The Housatonic River Commission asked that the BOS and town land-use commissions refer any applications that may have some effect inside the Housatonic River Corridor to the Housatonic River Commission for their advice and recommendations before any regulatory sign-off.

Selectman Lauretano briefly described the May 1st meeting at Town Hall on the subject of the Lakeville Post Office. For more information the public may visit savethepostoffice.com. First Selectman Rand explained several of the big issues the U.S. Postal Service must deal with including trying to make a profit and the long-term pre-payment of future pension commitments.

Old Business:

The BOS reauthorized two Resolutions they had prematurely authorized at the April meeting. One was For Joint Community Application Cooperation Agreement, CT Small Cities Community Development Block Grant Program, and the Department of Economic and Community Development (DECD) for the State of Connecticut, a Certified Resolution of the Governing Body. Curtis Rand made a motion to approve both resolutions, Mark Lauretano seconded both motions and they were approved unanimously.

The BOS provided updated information on the closing of the Amesville Bridge which spans the Housatonic River between Dugway Road on the Salisbury side and Water street on the Falls Village side. The state DOT engineers requested the BOS immediately close the bridge for the sake of public safety. In turn the Boards of Selectmen for both Salisbury and Falls Village have requested that DOT expedite the rehabilitation process under the Connecticut Federal Local Bridge Program, which the DOT has agreed to do. DOT requested execution of an agreement for the federal financial assistance for the design of the Water Street Bridge Project, asking the BOS to approve the resolution authorizing the agreement between the State of CT and the Town(s) for the Development of Contract Plans, Specifications and Estimates in conjunction with the Rehabilitation of the Water Street Bridge using federal funds from the Highway Bridge Program. Jim Dresser made a motion to approve the Resolution, which Mark Lauretano seconded and the motion was approved unanimously.

Mark Lauretano read a poem by resident Marilyn Hardy titled "A Lament for the Amesville Bridge", which was published in the May 3 edition of the Lakeville Journal. The poem praised the charm and color of the traditional bridge with the hope that the ambiance and color will be maintained through the rehabilitation project.

Selectman Lauretano presented a new draft Code of Ethics for BOS review, which the other selectmen agreed to read and be prepared for a full discussion of it at the June BOS meeting. The new draft includes the establishment of an Ethics Commission, enforcement and adjudication.

New Business:

The Selectmen unanimously agreed the $2500.00 line item for administrative expenses for the Salisbury Affordable Housing Commission previously approved to come from the Affordable Housing Fund, should instead be taken from the line item funds for the Housing Coordinator.

The Selectmen also unanimously approved the effort of the Planning and Zoning Commission and all others involved for the Plan of Conservation and Development (POCD). The BOS also encouraged all Salisbury residents to participate in the Public Hearing on the POCD scheduled for June 26, 2012 at 6:30pm. The third draft of the POCD is available online at salisburyct.us for anyone interested in reading it prior to the public hearing.

It was moved, seconded and approved unanimously to authorize tax reimbursement of $700.50 to Gary J. Sher and $260.75 to Corelogic.

Citizen Comments:

There was a question by Alfred Nemiroff as to where to obtain a copy of the POCD draft. Curtis Rand gave his copy to Mr. Nemiroff.

There was also a question by Vivian Nasiatka on what the income levels would be if the towns were awarded the Small Cities Grant funds and Mark Lauretano provided her with the figures (residents can read the details of the grant by clicking on the link for it in my April 5 BOS Meeting Summary).

The meeting was adjourned at 6:19pm.
